STEPANAKERT, NOVEMBER 8, ARTSAKHPRESS: The report was with respect to the completion of the development of a program aimed at sharply increasing the state insurance payment for cases of the country’s soldiers’ losing their lives, or becoming disabled, during military actions and combat duty.

Defense Minister Sargsyan noted that as result of works a formula was elaborated, under which significantly higher payments for occurring incidents will be planned starting January 28, 2017 – the 25th anniversary of the Armed Forces of Armenia.

Families of fallen soldiers and soldiers who suffered 1st degree disabilities will receive a lump sum of 10 million AMD. 5 million AMD is planned for soldiers suffering 2nd degree disabilities. Monthly insurance payments in case of death or 1st degree disability will comprise 300 thousand AMD for officers, 250 thousand for corporals and 200 thousand for privates. In case of 3rd degree disabilities, the insurance payments will comprise 250,200 and 150 thousand AMD respectively. This amount – as insurance payment- will be provided for 20 consecutive years. For disabilities, in case of the effective functioning and presence of financial resources of the fund, the council of the foundation will be able to make a decision after 20 years for providing the continuation of these payments. Otherwise, after 20 years disabled servicemen will begin receiving social welfare – as defined by the state at that time. The program will be financed by a special fund, with each employee paying 1000 AMD every month. The fund will also collect voluntary donations. The sum will be spent exclusively on insurance fees. A council of the program will be formed, including individuals who enjoy the respect and trust of the public, which will supervise this transparent and public process.

The President, for his part, underscored the respective work that was done, and gave new instructions for the implementation phase of this program.

“In my opinion, yes, the time has come when we are able to drastically improve this situation with the help of our citizens. We have always tried to do the maximum. In any case, the fact that we were able to solve the apartment problem for the fallen, 1st degree disabled, and the numerous 2nd degree disabled people is the result of the so-called desire and willingness of the state, and the formula is very correct – state-private cooperation. That is, when we say “nation-army”, even if we say that our army is a people’s army before this slogan, this ideology, that our army is the guarantor of our security, then it must be manifested not only by moral speech, but also, of course, participation. In this context I find extremely important the adoption of the law, but at the same time we need to work with the Finance Ministry and the Government. Let’s see, to what extent we can improve also the condition of families of soldiers, officers who have fallen before", the President said.
