STEPANAKERT, JANUARY 27, ARTSAKHPRESS: The evidence of it is the voting of the Armenian member of Turkish Parliament Markar Esayan in favour of the adoption of the anti-Armenian resolution.  In an interview with Artsakhpress, the political scientist Ashot Margaryan said the aforesaid, referring to the discussion of the anti-Armenian resolutions at PACE on January 26. According to Margaryan, the rejection of  Robert Walter's anti-Armenian report should be considered as an important diplomatic achievement.

“ In general, the adoption of any anti-Armenian report, is not in our interest, despite the fact that it has no legal consequences, and  can not  have direct  influence on the negotiation process.

By adopting such anti-Armenian resolutions, Azerbaijan strengthens its international position and creates basis for resumption of hostilities.

Inspired by these and other successes,  Azerbaijan will settle down to anti-Armenian propaganda with renewed vigor after solving internal problems," noted Margaryan. 

According to him, PACE is one of the platforms, that Azerbaijan actively uses for holding anti-Armenian positions.

"Let us not forget that such successful attempts were made from other platforms, such as within the framework of  Organization of the Islamic Conference (OIC). Azerbaijan's positions at PACE especially strengthened when Turkey's Foreign Minister Mevlüt Çavuşoğlu was the president of the Parliamentary Assembly of the Council of Europe. Azerbaijan is trying to divert the attention of the international community to the humanitarian problems (the return of the occupied territories, refugee problems, deprivation of the use of water resourses) bypassing the main issue, which is the political settlement of the Nagorno-Karabakh conflict. Moreover, the NKR authorities have repeatedly offered the Azerbaijani side  to use the water resources of Sarsang jointly but were rejected. Such policy of Azerbaijan  also does damage to Artsakh Republic, as Artsakh also has no  opportunity to use the water recourses of Sarsang efficiently," he noted. 

Margaryan stressed that it was Walter who headed PACE observation mission during Azerbaijan's presidential election in 2013, and becoming the defender of the Azerbaijani interests is a typical example of establishing interpersonal relations, and as opposed to the OSCE observation mission, Walter's delegation considered Azerbaijan's presidential elections as democratic elections. However, he did not present this collaboration as successful lobbying activity result, but obvious corrupt bargain.

He noted that PACE MP Milica Marković’s (Bosnia and Herzegovina) biased report  which was prepared without getting acquainted with the problems, without visiting the region was not only made by manifest order, but was non-professional.

In this context, according to Margaryan, OSCE Minsk Group co-chairs condemned statement was relevant.

"Generally  the activities of the Armenian delegation in PACE should be considered positive. In last year's session, our delegation managed to reach results about such an anti-Armenian resolution, that contained the term 'occupation'. As a result this part of the resolution was replaced by the sentence about Nagorno-Karabakh conflict. However, we need to diversify our resources, to use interpersonal ties  as efficiently as possible, to support our envoys in order to defend justice and democratic values, " concluded Margaryan.
