STEPANAKERT, MARCH 15, ARTSAKHPRESS: Within the framework of the visit, the professor of the College of Europe and the famous professor of international relations Paul Meerts, who is also the member of the delegation, expressed a desire to meet with the students of the Artsakh State University and give a lecture on "International negotiations".
In response to the “Artsakhpress” correspondent’s question about Nagorno-Karabakh conflict peaceful settlement, Professor Paul Meerts said that the most important step is the willingness of the Artsakh people and the Aliyev government of Azerbaijan to see the need for negotiations.
"If they are satisfied with this situation, the negotiations of such kind will not take place . Of course, it is important to understand that the essence of the negotiation process is to do something for getting something else. This means that the two sides must be ready to lose something for gaining something else.
If we look from the perspective of the Azerbaijani authorities, their main problem is that they do not want to lose their power, because if the Aliеv’s government makes а compromise, it can be his end, because people may not accept such a solution.
Thus, it is important that the next government of Azerbaijan will be more democratic and ready for negotiations. In that regard, it is necessary to change the regime in Azerbaijan. If other people come to power, the adoption of the independence of Artsakh by Azerbaijan would be possible, but otherwise it is impossible to expect a positive outcome from the Karabakh conflict settlement "said Paul Meerts.
