STEPANAKERT, APRIL 25, ARTSAKHPRESS:Ortega on Sunday repealed a controversial reform of the country's welfare system that triggered riots. The reform, which became effective last week, was set to increase employer contributions while decreasing overall benefits.

The unrest has exposed public resentment of the 72-year-old leftist leader and his wife Rosario Murillo, who is the vice president.

Liz Throssell of the UN Office for the High Commissioner on Human Rights said Tuesday that the deaths during the protest may have been "unlawful" and called for an investigation.

"The incident of violence that have happened are regrettable," and "we must reestablish order, we will not allow chaos, crime and looting to reign," said Ortega earlier.

The protests are widely regarded as the biggest challenge since Ortega took office in 2007, and this is his fourth term as president.
