The Human Rights Defender (Ombudsman) of Artsakh Ruben Melikyan told a news conference today. He presented special report on anti-Armenian sentiment in Azerbaijan: Organized Hate Speech and Hostility Against Armenians.

STEPANAKERT, SEPTEMBER 25ARTSAKHPRESS: Speaking about the report, R. Melikyan said that they have started preparing the report on the occasion of the April 2016 war.
The first report is focused on two directions. The first one is the facts of cruelty and human rights violations carried out by the Azerbaijani armed forces towards the civilian population and the military servicemen of Artsakh Defense Army under the control of Azerbaijan and the second direction is the reasons that led to such serious violations.

The ombudsman said that in 2016 they also published an additional report where the details of the atrocities committed by the Azerbaijani armed forces were presented. And now, after completing the results of fact finding, they have presented the reasons. The main reason is the policy of organized Armenophobia by the Republic of Azerbaijan. The published report www.ombudsnkr.am is available to the public through the official website of the Human Rights Defender of the Republic of Artsakh and through social networks.
Angela Elibekova, Yeghishe Kirakosyan, Levon Gevorgyan helped in preparing of the report. The report was prepared with the assistance of the Tufenkian Foundation.
''The report carries three main messages. The first is that the Armenian public is not fully informed about the level of hatred towards Armenians in Azerbaijan. The second message is addressed to the international community in order to disseminate the report, primarily in the international human rights environment. The third message is addressed to the Armenian and Artsakh public.
Seeing these facts, we have to realize that this is a potential mistake, and we do not have to act in a similar way. It is unacceptable. We should not be poisoned by hatred,” Melikyan said and noted that they are confident that their partners will contribute to the spread of the report in various international structures, especially within the international human rights community.
Executive director of the Tufenkian Charitable Foundation Raffi Dudaklyan noted that the facts prove that Armenophobia is organized in Azerbaijan, it doesn’t have a one-day or one-month manifestation, it is continuous.
''We have a serious problem to follow anti-Armenian propaganda carried out by the Azerbaijani government and to reveal all the manifestations of hatred. We are ready to assist in the implementation of such activities, "he noted.
