The adoption of the Constitution had an important role in the public and political life of the Artsakh Republic

Adopting the Constitution by a nationwide referendum in 2006, we have the basic law of our country, Anatoly Tadevosyan chairman of the Artsakh Republic Court of First Instance, said in an interview with ArtsakhPress, noting that before the adoption of the Constitution, Artsakh had other constitutional laws which had their role in the relevant spheres.

STEPANAKERT,  DECEMBER 10, ARTSAKHPRESS:  The adoption of the Constitution by referendum had an important role in the public and political life of the Republic of Artsakh. "The Constitution is the main law of the country, which defines the basic principles of legislative, executive and judicial powers.
The Constitution is a legal-political document that plays an important role in the development of democratic institutions of the country. It is a normative legal act with the highest juridical power. The Constitution is adopted by a special procedure, through a popular referendum. All the provisions of the Constitution have their role in various spheres of public life. The Constitition is based on the following issues such as the foundations of the constitutional order which reflects the fundamental rights and freedoms of a person and citizen proceeding from various international documents and conventions.
Each citizen or person whose rights or freedoms are violated, relying on the Constitution can protect his rights,” said Tadevosyan. Speaking about the new constitution adopted by the results of the nationwide referendum in 2017, our interlocutor said that it was very important for the newly independent country. According to A. Tadevosyan, the Constitution of the Republic of Artsakh does not only require the Constitution, but also to live by constitutional laws, which is very important for every citizen.
"With the adoption of theConstitution in the Republic of Artsakh in 2017, we have entered a new governance system- from the semi-presidential system to the presidential. Different institutions were reformed. New institutions have also been emerged. Currently, the conformity process is also being implemented. There is also a change in the concept of local self-government, " added Tadevosyan. In response to Artsakhpress question about the level of awareness of people about their rights and freedoms, Anatoly Tadevosyan noted that there is a problem of increasing the level of legal awareness in Artsakh.
Chapter 2 of the Constitution is entirely devoted to the fundamental human rights and freedoms. If today a legal state is being built in Artsakh, so one of its characteristic features is the mutual responsibility of the state and citizen, the supremacy of law, for which our society should be more legitimate.
At the end of the conversation, chairman of the Artsakh Republic Court of First Instance, congratulated Artsakh people on the occasion of the NKR State Independence Referendum and Constitution Day, wishing them to be protected by law, live and work according to the Constitution and the laws, and respect the rights and freedoms of others.
