STEPANAKERT, DECEMBER 10, ARTSAKHPRESS: The message runs as follows:
"Dear compatriots,the Constitution is considered to be the symbol of the legitimacy of the state, and in this regard it is very important to note that our republic have chosen the path of democracy on the way of statehood building.
The proclamation of the independence of the Republic of Artsakh and the referendum on state independence fully reflected the will of the Artsakh people and subsequently the adoption of the Main Law reaffirmed the fact that our people are committed to their aspirations for having an independent and sovereign state, where human rights are guaranteed by the suprimacy of law.
As of today our task is to create a politically and socially balanced country based on mutual respect between a citizen and the authority. We will continue to work consistently to have a society that is commited to constitutional values.
