STEPANAKERT, MARCH 30, ARTSAKHPRESS: At the plenary session of the National Assembly of the Artsakh Republic  held on March 30,  the NKR  draft law on making  changes and amendments to the law “Human Reproductive Health and Reproductive Rights” submitted by NA Standing Committee on Health Care and Social Affairs was adopted . 28 MPs voted in favor of it.

As "Artsakhpress" reports, talking about the necessity of the bill,  Chairman of the Standing Committee on Social Affairs and Health, Aram Grigoryan said that the draft law aimed to increase reproduction with the use of assistive technologies, medical care and  service access of socially vulnerable groups,  as well as to ban unjustified sex-selective abortions.

Aram Grigoryan added that the new law prevents unsubstantiated cases of abortions, noting that  administrative liability is established  for illegally performed abortions.

Grigoryan added that women aged between 18 and 35 years have the right to serve as surrogate mothers if no contraindications are found. He said such kind of practice doesn’t reflect the psychological preparedness of a surrogate mother when handing over the child to its biological parents.

Grigoryan cited the international practice, which demonstrates that women who have previously given birth to at least one child can serve as surrogates. Corresponding amendments have also been made.
