STEPANAKERT, MAY 3, ARTSAKHPRESS: Her declaration is published on the website of the EU Foreign Affairs Service. 

"The 25th anniversary of the Windhoek Declaration reminds the EU about the  principle , which states "the establishment, maintenance and fostering of an independent, pluralistic and free press is essential to the development and maintenance of democracy in a nation, and for economic development," says the statement.

As the High Representative noted, freedom of information also contributes to a better governance, enhances transparency in public affairs, and can be used as a tool to make governments accountable for their actions.

 “In addition to combating outright violence the EU is determined to fight against laws or practices that impose censorship, encourage self-censorship or provide legal penalties, including criminal, financial and administrative sanctions, as well as against the misuse of market powers and poor economic conditions,” she added.

The statement of Mogherini confirmed the commitment of the EU to the right of freedom of convictions, which every person can enjoy and the intention to protect that right in the whole world.

On May 3 of 1991, the representatives of the independent press in Africa adopted a declaration in the capital of Namibia calling on the governments of all the countries in the world to ensure freedom of press and its democratic nature.

Later in 1993 , the UN General Assembly proclaimed  May 3 as the World Press Freedom Day. On this day, the UNESCO delivers an annual World Award for a contribution to the free press.
