STEPANAKERT, JUNE 30, ARTSAKHPRESS: Today at the plenary session of the NKR Parliament the Deputy Minister of Foreign Affairs of the Republic of Nagorno-Karabakh Armine Aleksanyan said the aforesaid, commenting MP Gagik Baghunts question on that provisions of the Madrid principles adopted by official Yerevan in 2011, that imply the return of territories and the determination of the status of Artsakh through a referendum.
"There are no negotiations as such at this stage. During the meetings held recently, the Madrid principles have not been discussed. Presidential meetings are of advisory nature, during the meetings only issues related to the implementation of the security mechanisms and the expansion of the Office of OSCE were discussed.Only after ensuring security guarantees, issues related to the negotiation process will be discussed. And the Madrid principles were adopted as reference points, "said Deputy Foreign Minister of Artsakh and underlined that according to the official Stepanakert's viewpoint, Artsakh's participation in negotiations should not be at a certain stage, but from the beginning of the document processing up to the end.
