STEPANAKERT, JULY 23, ARTSAKHPRESS: Deputy Minister of Justice of Armenia, Vigen Kocharyan, told the aforementioned to Armenian News-NEWS.am.

He noted that the Armenian side has forwarded all necessary respective documents to Russia, they are currently under review, and the Armenian side has not yet received a reply from Russia.

“We must take into account that this process is quite time consuming,” said Kocharyan. “Especially, the matter of transferring a prisoner in Russia is resolved by the courts. 

“Therefore, it would not be so right to expect a positive solution to this issue very soon.”

The deputy minister added, however, that Russian laws do not stipulate any deadline for the transfer of prisoners.

Kocharyan also noted that the Armenian side expects this matter to be resolved in a positive manner. 

Vigen Kocharyan added that the staff members of their respective agency are in constant contact with Harutyunyan’s relatives, and they provide them with the necessary legal advice.

Armenian citizen Hrachya Harutyunyan had pleaded guilty to causing a major traffic accident in Russia. The truck he was driving had crashed into a passenger bus on July 13, 2013 outside Moscow. The impact of the crash was so powerful that the bus had split in two. The accident had claimed eighteen lives and injured more than forty others.

On August 4, 2014, a Moscow district court had sentenced Harutyunyan to six years and nine months in prison on charges of violating traffic and vehicle operation rules and causing death. And the Moscow Municipal Court had upheld this verdict.
