Upon the instruction of the President of the Republic of Artsakh for several months we have been engaged in improvement and reformation of a new policy of mortgage lending and housing construction.

STEPANAKERT, OCTOBER 25, ARTSAKHPRESS: As '' Artsakhpress'' reports, Artsakh State Minister Grigory Martirosyan stated this at a briefing with journalists after the working consultation held on October 25 with the President of the Republic of Artsakh Bako Sahakyan, noting that soon a new program will be launched.
"Since 2019 we will have new approaches in the sphere of housing construction which will have positive impact on creating favorable conditions for residents of Stepanakert and also for inhabitants of rural and city communities. At a meeting with the President of the Republic we have discussed some important changes related to review of housing security issues for certain groups of our citizens and also changes in regulation.
Until the end of this year they will also be accepted by the Government of the Artsakh Republic and will be put into operation in 2019. We have also developed two new projects of housing construction which will be implemented in Stepanakert. In the near future these projects will be presented to the public.
We have presented to the President of the Republic of Artsakh proposals for making some changes in the mortgage system, which will be more affordable for the residents. It is also planned to revise some subsidizing mechanisms.
For example, the increase in subsidies will be made at birth of each child in the family, and it is also envisaged to increase the availability of housing construction not only with additional subsidies, but also through the creation of social housing based on the reduction of the overall housing stock. All citizens will have an opportunity to use this program,'' G. Martirosyan noted.
