State Budget 2018 Debates Started in the National Assembly
STEPANAKERT, NOVEMBER 21, ARTSAKHPRESS:The agenda of the sitting included issues on ‘The Republic of Artsakh 2018 State Budget” on the spheres of industry, urban development, agriculture, transport and communication, energy, ecology and natural resources, drinking and irrigation water.
Minister of Agriculture Zhirayr Mirzoyan, presenting the financial resources allocated for the 2018 budget, noted that next year the spending on agriculture will make 4 billion 978 million 874 thousand AMD.
The minister also spoke about two new projects planned for the sector, the first of which will be aimed at pasture restoration and cattle breeding, and secondly, acquisition of laboratory equipment for veterinary stations.
According to the Minister of Urban Development Karen Shahramanyan, the budget allocated for the next year is planned to be 13 billion 200 million drams. Introducing the expected changes in 2018, the minister noted that the road construction company in the republic “Artsakhughi” has been split into several regional organizations, whose management has been entrusted to the regional administrations.
They will deal with road reconstruction, improvement, maintenance, as well as providing communal services and the provision of construction materials and labor. According to Karen Shahramanyan, companies of Askeran, Martouni, Martakert, Hadrout and Shushi have already been established.
"From now on, the Urban Development Ministry will carry out maintenance and maintenance of roads of republican and interstate significance," said Karen Shahramanyan.
According to the Minister of the Economy and Industrial Infrastructures, Levon Grigoryan, the expenditure of the Ministry of will be 558 million 196 thousand drams. The Ministry plans to implement 14 expenditure and 1revenue event.
Introducing the 2018 budget for nature and natural resources, Minister Vazgen Mikayelyan noted that it will make 181 million 596 thousand drams.
In the coming year, the Ministry's programmatic provisions will include exploration of the country's subsoil and the implementation of a number of subprojects.
In 2018, one of the program provisions of the Ministry will be the study of the mineral resources of the republic and the implementation of a number of subprojects in this direction.
According to Hakob Ghahramanyan, Chairman of the State Commission on Regulation of Public Services and Economic Competition, the expenditure of the sector in 2018 will amount to 171 million drams. According to him, the budget revenues have increased by about 500 million, that is, 950 million drams in the state budget for the coming year is envisaged.
Irina Saradjyan presented information on the activities of the Rural and Agricultural Support Fund. The budget of the Fund for the coming year will amount to 1 billion 667 million 300 thousand drams.
According to Mher Mkhitaryan, Deputy Director General of the Artsakh Investment Fund, in 2018, 2 billion 500 million drams will be allocated from the state budget.
Norayr Avanesyan, Deputy Finance Minister of the Republic of Artsakh also took part in the joint sitting of the committees.
